Currently it is unclear whether it attempts to "prescribe" a particular model for those previous phases or not

Note that Firefox and Chrome are doing Happy Eyeballs, but aren't using special APIs. Note, too, that iOS and OS X are doing Happy Eyeballs, but do it internal to their OS framework (so that applications don't have to do it), giving their internal framework information about round-trip time, connection setup time, etc., to optimize the delay for trying the 2nd, 3rd, 4th interfaces. We would want to allow either implementation, I expect.
[21:29:35] <dmitry.anipko> sorry, that was not the focus of the question, I probably should not have mentioned the "API" word. My main point was - in my view, the draft has 2 parts right now: description of scenarios & hard/soft parameters concept, and then the "HE" section per se. The first part, the way it is written, it is seems to be half-specific. I'd suggest to make it either a more formal model, or just convert into illustration and assumption that HE is making, that some preliminary interface selection may have been done.
