[14:52:19] <Arjuna Sathiaseelan> the base station periodically asks the phones in the vicinity to scan and collect energy information on a list of channels. The phones send these reports to the base station, and the base station, after collecting information from phones determines unused GSM channels in the area and can select an unused channel for operation
