(1) put the parts to be standardized (very focussed/small hopefully) in one draft and post/share with both IDR and BESS since you are changing NH encoding (from what I heard), (2) all other informational/BCP material can be combined in a single draft (that includes 4 in BESS and 1 that you have in IDR).

Yes, Ketan - I'm talking about the larger attr scoping issue.  If you have sbfd attribute escape into the Internet, you're advertising a reflector resource for ddos.  There's no simple way for such scoping right now for optional-transitive attributes.
